If it didn't open up the parts where the gas is, probably ok to epoxy back together. If the gas escaped, it's dead.

If the gas containing section is intact it may be repairable with plenty of epoxy if it can be made completely waterproof, lots of voltage involved mainly at other end of tube but still a major consideration, at 20% on 40w system I have measured over 10,000v @ 40watts not somewhere you should risk any chance or water ingress so proceed with care.
