1. connect resistor to DC+ and BR- (i have a 100 ohm resistor)
2. F0.20-150Hz
3. F0.22-40%-depends of rotor and tool inertia
4. F0.23-0,5s
5. F0.09-25s

So he has the same connections as you do, but needs to change his Parameters settings, to suit his spindle, which is the important part, your spindle being the ATC model is most likely more robust than his spindle which he has not said what spindle he is using
The other thing he has to determine is if his VFD Drive has the Braking Circuit some models do not have it

I have a DZB312B002.2L2DK and 2.2kw 18000rpm ATC spindle, 220v 10a 600hz.
The VFD settings are very sensitive, outside a narrow range you either get no braking or an E005 over current error.
F0.09: 7.0
F0.20: 550Hz
F0.22: 46
F0.23: 5

The single phase 220v models do not make use of external resistor.
They do not close the internal brake relay .
I set up a 6kw high speed Atc spindle
I had to reduce deceleration time to 30 seconds or it would throw over voltage bus error on any deceleration.
Setting brake start hz to 800 and time to 7 seconds at 30% torque seems to work on test . Stop with dc braking takes over from normal deceleration time set in 0.09
But lowering speed during running does not use dc braking so that is using deceleration time .
Model I have is 312 7.5kw
