Fadal Idler problem. Rpm pulse problem

I have a Fadal 2216 that recently started to have an RPM surge up and down problem, mostly a lower RPM. The load meter goes up and down with the rpm of Spindle. if I keep spindle over ride at just below 100% it will stop surging. I just found a big air leak in the lower cylinder when that idler is not in use and extended. if I set RPM to use the higher RPM settings the lower cylinder does engage and air leak mostly goes away. Does anyone know if I change the lower air cylinder with the air leak coming out around shaft, if that will fix my problem.
    Thanks
    Jim
