Mode of failure: won't cut with low pressure, won't switch to low pressure, etc.?

it's a waterjet cutting machine from cms technocut, it's a 2005 model..the problem that I'm dealing now is that emulsified oil and the low pressure is not working when I'd switched from high pressure to low..any idea what might be the cause of the problem?.

Material: all types of steel, marbles or tiles or wood and cardboard up to 200 mm thickness

Mode of failure: low pressure is not functioning

Yes Sir, the water is mixing with oil
