    It totally depends upon what you wish to do
    whether free or costly will perform,
    think about support and training
    Been doing this too long

    If you have Inventor you can get Inventor HSM Express (2.5D Milling) for free and if you have SolidWorks you can get HSMWorks Express (2.5D Milling) also for free.
