i dont fully understand the relocate part, and what kind of tool are you using
individual who perceives a solution and is willing to take command. Very often, that individual is crazy.
Check with your supplier for a CBN insert in the DCMT style. CBN is expensive, but well worth it. If it is 1 piece, you might get away with carbide, running dry and slow. LIGHT cuts!!!

Sounds like you're trying to repair a part. Can you EDM? If it's a repair it may be less of a headache.... You could also look into ceramic in addition to CBN. They may be a little cheaper. There was a post recently about silicon nitride inserts in this forum. I believe they were from Ingersoll cutting tools. You may want to look into them as an alternative.

You could easily offset the hole with an EDM where the interupted cut would be a little hard on an insert
