As price point between the 300 and 400 is the same, the UC300ETH-5LPT seems like the better choice and leaves me with plenty of unused I/O should I ever need it. Are CNC4PC and Automation Technologies the only North American sellers?

Yeah, because the prices are nearly the same, I wouldn't normally recommend the UC400ETH, unless you are positive that you won't need the additional features.
One thing to note about the UC300ETH's 5 ports. Only two of them are "standard ports, like the UC400's ports. The other 3 use pins 2-9 as inputs only.
