Looks great, normal anyway yes finish complete. Wish I could attach the aspire file
My guess is that you're Z axis is losing position.
Are you sure that you are using the same tool for finishing that the toolpath calls for?

Looks like your finish pass took away too much material. (The area for the fish tail should not be so deep. It should be approximately the same height as your rough pass). Did you zero to original surface after the tool change?
Or perhaps as ger said wrong tool (the perimeters of the model shouldn't be so rough with uncut material. Did you use a tapered ball nose cutter on finish?).

Are the z values in your g code correct? If they are and your tool length was right (no offsets?) then maybe it slipped? Or perhaps you accidentally programmed it with a straight bit instead of a ball. That could produce some strange results, but I'm not it would look like that. This stuff can be frustrating man, I know. I hope you figure it out.
It doesn't look too far off, really. You probably used a larger tool that you need to get the fine detail. And you neglected to tell it to remove the ambient area around the carving; that's why it appears to be sunken rather than raised.

Well I figured it out after making serious firewood. I was using 1.5 on my depth, should have been -1.5 the learning curve for me is steep lol
