operator vs. no previous interference check, and no preseted tools

hello all i would like to discuss with you a common case : operator is given the drawing, the program, zero point, and a list of tools.

Operator has no clue about how the program will perform exactly; he only estimates, based on his experience.

For a specific operation, the operator would need an interference check, or at least a preseted tools, so to avoid doubts.

Programmer is nowhere to be found :
... programs are being received from a remote point, like other country
... programmer has not yet develop this skill of predictive programing
... programmer says that is the operator duty to check the program
    ... etc

Please, how do you ( would you ) solve it ? as a programmer, and/or as an operator ... kindly !

ha, of course it was a movie, about a bank that send money to a wrong person, and there was nothing to be done ( officialy speaking )

so the director of the bank, called an old employee ( they were friends ), that was almost near the retirement age he told him to go and get the money back, otherwise he will be fired

the employee said that he choose to be fired, because he is old, and etc etc

the director replied that if he will succeed, he will receive 10%, or something like that ...
