What is the most probabe cause of this "Buffer Problem"

    1. CAM software

It would help to know what kind of machine, where you are running the code from, how you generated the code, that sort of thing. But, as a guess, you are running code that has too many strokes per minute (too many very small moves), which is causing the buffer to be starved for information, because it can't process fast enough.

I'm not sure what "relief arts" are, but I imagine it involves lots of tiny moves. You might see if you can get your software to output longer moves, instead of lots of tiny ones. I am not familiar with Artcam, so i can't say where that would be. In Mastercam, the Tolerance setting would control how tight the toolpath is.
Is it possible to increase the size of your buffer?
To test if it is a problem with simply having too many moves for the control to process, try cranking the feedrate down to almost nothing, and run the program. You don't have to cut anything, just let it run and see if you still get the buffer error.
