Doosan 2600y y axis cutter comp question

I have doosan 2600y with a fanuc 31i control. I programmed to interpolate a bolt circle on a flange using the x and y axis. When I run it without comp everything is fine. When I put a value in the wear offset to make bring the holes to size the center of the hole actually shifts in the x axis twrds the center of the part. I'm new to lathes with live tooling, am I missing something?

I'm not familiar with the fanuc control but I would assume that you need to adjust the wear for the tool diameter instead of wear for the X axis?
