Can anyone recommend a relatively small and "cheap" cnc mill that will allow me to do small(say 1 foot x 1 foot max) aluminum hop up parts for R/C models?Need some insight and plans on such a mill. How much would something like this end up costing totally? Are CNC's that cut aluminum hard to come up with?

You may also want to look at the Drill/Mill CNC conversion for doing metal cutting. I converted my Enco and it does nice work on Aluminum and Steel.

I have built a Zoltar http://www.rcmodels.net/cnc/
and I must say it is just very nice I have done some jobs for a friend 1 mm brass it worked I haven't tried aluminium but I think it's no broblem.
cost about USD600 and USD125 for the PCNC software.

Signit: There is one thing that would improve that machine a lot. That is to add some ribs to the vertical parts of the gantry. Using just sheet metal, it will wobble sideways under cutting loads. Just adding some aluminum square tubing or profiles vertically up these sides will improve a lot at almost no cost.
