if the tool is a cilinder ( like an end-mill), then is enough to use a single radius offset'
if the tool is conical ( like a chamfer tool ), then is enough to use a single radius offset, and adjust the height from code or from Z offset
if the tool has a shape that can not be described by simple math, than you need more offsets ( like a custom tool with 3 diameters )
We are boring 3 different diameter holes and are using the same tool but with 3 different offsets
even if i can imagine a case where a tool requires 3 offsets to deliver 3 diameters, i can not give you a straight advice if i don't know your tool geometry and the holes dimensions + tolerances
I understand you can't call the same tool with this machine but I don't have a work around
you can call the same tool that is in the spindle; this has no conection to how many offsets are there ... maybe i am wrong, but you have 2 situations that might not be related : "calling same tool" + "declaring offsets"
however, i would recomand this :

rapid at safe Z
there may be a simpler approach, but i don't know your setup, and you may have some problems with the post / kindly
