Mach3 Pulse Frequency or controller problem?

    Hello,
I have been running a Taig micromill cnc for many years without a problem. Over the past year or so the quality of cut has declined. The machine has even crashed. I purchased ball screws and the cut actually got worse. My first thought was I had a controller problem. I contacted the manufacture and they feel it's not a controller problem but a computer problem. My computer is running wiondows xp professional 32bit. It's completely stripped down. So much so that it won't even load internet explorer. I have gone into the BIOS and disabled whatever wasn't needed.
When I look at the diagnostic page in Mach3 the "pulse frequency" isn't steady at 24993. But drops down to 30.
So my question, Is this pulse frequency normal? Or should it hold steady at 24993?

No , it needs to be steady at ±25,000.
24993 is fine, if it stay steady.

Mine only varies by about ± 2.

A really old 1Ghz PIII. It's connected to my home network, but I've never opened a browser on it, and automatic updates are turned off.
