Is there a way to take archive G code programs which have no source file and create a 3D model so I could post code to a different or newer controller?

No, it is very hard way. Nobody cannot know how was files create (pitch between toolpaths, tolerance .... ). Most easy way is create some conversion between drive control. Im solve this many times.
Alphacam post and VBA macros, Autodesk HSM post.
