Depends on the type of motor, the older ones were simple Universal motors, now BLDC are usually used.

Have you replaced the foot-pedal with a potentiometer?
How is it wired?
The motor must have the pedal or pot in the off position to "ARM"...this is the safety interlock system....
Then you can adjust the pedal/pot to desired speed..

I agree that sewing machines with pedals are another era. The market has new sewing machines that are much better than old ones. Sewing machines also suffered big changes thus becoming easier in use, compact and affordable. I highly advise you to buy a new computerized machine.
