Im building a machine with an articulating spindal . I was reading the Mach3 manual and it says "if the machanism is like a robot arm or a hexapod, then Mach3 "will not" be able to control it because of the kinematic calculations that would be needed to relate the "tool"position in X,Y and Z coordinates to the lenght and rotation of the arms " is there a program that would solve this for me?

No it won't. USB is not an option with LinuxCNC. You can use mesa hardware though which is not too costly

I don't have experience with ethernet on LinuxCNC, but according to this: LinuxCNC Documentation Wiki: LinuxCNC Supported Hardware it does support ethernet. There are others on the forum that may have more information

I think ican get db25 port tha will fit PCIe x2 port on the alatepanda single board compcter will that work?

You'd need to do some research on the Lattepanda with LinuxCNC. Like Mach, LinuxCNC doesn't play nice with all hardware, especially as you get to more embedded stuff.
You could try downloading the LinuxCNC live image and try booting the Latte from it on a USB stick and run the diagnostics, but no idea about getting a parallel port on it. Also not sure if the LattePanda would even work with one of the ethernet Mesa cards, as its ethernet may be a USB-Ethernet adapter, which I don't think can work with the realtime environment LinuxCNC needs.
