    Spring Loaded Collet

Does anyone know what the deal with this:

is? At 4:58, the operator put in a spring into the collet then tightens it. I'm not sure why tightening doesn't prevent any movement at all?

I'd say it's because it's not really tight. He pushed the bit far enough in so that the set screw is on the flat. But not tight on it.

The set screw is not tightened on the cutter, it just prevents the cutter from falling out.
