Purchased used Deco 20a with transmit function option

Hello. I have purchased a used Deco 20a with transmit function option and C-axis. But when I try to use a program using transmit function (M198 D-1) the machine alarms and says option not installed. I have checked the required keep relays. What else am I missing? I spoke to Tornos US and they said I need to buy the option and I said the machine already has the option. The new EVO Deco 32 I bought came with the option for no charge. They are trying to nickle and dime everything.

Tb deco program include 4 pieces ,init, part, end bar, newbar.
When all program have been deleted and just one block exist with M198 you look z axis and c axis work same time and exactly. But if this block used in standard tb deco program then the alarm option not available appeared. I think one of macro such az g912 or g920 check parameter on controller. I think the machine dont need to upgrade hardware such as encoder or controller. Maybe just one parameter that just tornos engineer know this parameter.
