Cutters are not universal. So, neither are feeds and speeds. I recommend that you go with a manufacturer that posts starting ranges for each cutter. Stay away from Walter. They are awful. Chances are, your guesses will be better than their rep's.
Iscar does a fairly good job for insert mills. Imco does an excellent job for solid carbides.
