Could you post a picture of what you sorta want and I could come up with something. I have never heard of a stair template before and googling it doesnt bring up anything worth while. What I did find doesnt look that hard to make either.
Can you explain to this rookie..what exactly is a stair template? Are we talking a 7x11 rise over run stair tread beam?
Sounds like a template for marking or routing stringers, with adjustable rise and run.

As a matter of fact, I made one of these for a local shop a few weeks ago. Let me see what I've got for a CAD model.
These were originally produced by Porter-Cable many years ago.
I could be wrong here but I think I remember reading that porter cable template was a flop because it couldnt meet standard codes for the rise and run. Again I think I read it somewhere.
Glidergider, to answer you question there are 2 different types of templates that I know of. One is a step and rise template and the other is to make odd shape tread. Both are kinda hard to explain so I will post as many pictures to explain. home depot sells a pair of Johnson brass markers for a square. they work great for stair layout.
I am a rookie as far as CNC goes but have built many set of stairs mostly basement and deck stairs and let the stair professional to the fancy finish stairs in the front hall. I needed a set of finished stairs in a hurry on one job so I built a router stair templet out of plywood in twenty minutes. It is simple the riser and the tread will always be perpendicular to each other and the rise and run can be anything you want. The best part of the whole project was I was able to prefinish the oak treads with poly and paint the risers and skirt boards (stringers) first. This saved loads of time. I just put a 3rd coat on the treads and touched up the painted parts after installation was complete. In my twenty minute design / build process I did not get the angle cut for the wedges identical so I had the cut 2 sets of wedges. I suppose you could cut the stringers on a CNC router if the table allowed you to move the 14’stringer along and rout 3 or treads at a time
