Is this voltage an output/supply or a supply feed into a board?

what is the supply voltage your using ?
and what point on the TX1407 board have you used for the volt meters negative connection ?
first thoughts are either the LM2576S voltage regulator on the TX1407 has failed or
you could of connected the meter to the power supplies negative terminal
and your 12V reading is the 5V you expected plus 7 V dropped by the negative wire connecting the TX1407 stepper driver to the power supply
