I am looking for someone who can program a flat dxf drawing into a 2d Enroute file. The drawing is for a headboard that uses scrolls and basket weaves. I have Enroute 6.

Enroute can import and export .dxf files directly it's self. (provided they are an older version of a .dxf) If you can't import your .dxf file, there might be something wrong with the file.

Enroute is very good at importing 2D dxf files provided they are not modern versions. If you can save the dxf file as an older version 2000 or older it will work. There is a free 2d cad program called Librecad that can probably read that dxf file and then resave it as an older format. Not positive but worth a try if you don't have AutoCAD.

Enroute can also import DWG and AI files, but they need to be older versions. If you have Adobe Illustrator import the DXf and save it as an older AI file.
