Question about water level in Laser Tube

Hi, we have a X700 at work. The manual says to make sure there are no air bubble in the tube before you run it or it could damage the laser. When I start the water pump it starts circulating and the small pockets of air work their way out of the tube, but the tube never fully fills with water leaving a large air space at the top of the tube. Is this ok? I'm afraid to run it for fear I will damage the laser because of the air space.

We recently changed the water pump because the old one died. The new water pump is a 400 gph pump and the old one was 380 gph pump.

I've attached a photo to show the air bubble. Is this normal? The person who used to run the laser is gone now and I've been tasked with getting it going. I really don't want to mess it up if the tube should be fully filled with water. TIA
