I have a horizontal machining center MA 50 2001 model machine. everywhere of the machine works but when i start the magazine manually, OKUMA OSP U100M 1313 ALARM A EROR i get this error when i can do it

1313 Safety monitor error detection
The safety speed monitor detected over-speed or abnormal state and stopped the machine in emergency.
The safety speed monitor can be reset by pressing the NC reset button.
Error 1313 Safety Monitar Fehlerfaststellung 2 (axis Y)
This is an error along the Y axis

* This error appears automatically or only in manual mode?
When do you change the tool step by step?
