Post Strategy is creating two different depths on same plain

While deploying two(or even 3) different bits to complete a route because of detail complexity, I am receiving different depths from the bits that are on the same plain. the strategy starts with 3/4"EM, switches to 1/2"EM and finishes with 1/8"EM; there is a .01 difference on the surface of the plain from each bit, leaving very visible tools marks that have to be hand sanded out. Adding hours of labor.

Have calibrated all of the bits, resurfaced the spoil board, checked the bits for burrs, cracks and/or damage; nothing

Is it the table? programming? both? User eror?

    Need some help.

Are you using ATC or changing the tools by hand? Does the tool lenght stay the same after each tool change? If the depth difference is consistent, you could just try manually tweaking the tool length in the tool table.
