If there's really G-code in your image file, Optical Character Recognition should be able to recover it. Check it carefully for errors first, though - a missed decimal point or bad number could do a lot of damage.

If you're really talking about converting a 2D image to a heightfield mesh and generating code to carve it, DeskProto is my favorite tool for that. We sell it for the same price in number of dollars that it's priced in Euros (although that may change if the dollar keeps falling).

"any image" is a tall order. There's a big difference between bitmaps and vectors for example and there are formats like jpeg which are a special type of bitmap.
Vector (like .SVG) to g-code not difficult.
Good resolution B&W .jpg to g-code a little more difficult.
Colour .jpeg to g-code, difficult. I'm not sure if any single software does a very good job of that. I've tried an online converter and was not impressed.

Said more simply a photograph of a butterfly with a complex background and a clip art butterfly are both images. One is easy the other is not.

Those of us who use LinuxCNC will be aware that imported images can be converted to Gcode by a couple of mouse clicks. Not something I need to do often, but occasionally useful.
