Cincinnati Arrow WMC-500
RT-Board : PN : 3-424-2379A02
BIOS : Award v 4.51pg (ROM PCI/ISA BIOS (2A5LED42))

Battery lost because the machine stay stop too long and since we have this error there : APC RACK 0 (Output Fuse Failure)

We have checked the 24v and everything is correct

We made the following configuration in the BIOS :

When I have seen this error (APC RACK 0 (Output Fuse Failure) it is because the battery on the RT board which is on the far right, has gone bad. This board has the BIOS on it and is maintained by the battery. What you have described is the settings for the BIOS which is on the WS RT board which is the WORK STATION board on the far left. Did this correct your problem, and did you check the battery on the RT board on the right?
