I guess it depends on what kind of performance you expect out of a small machine. The accuracy issues might be corrected by installing servos, depending on the mechanical condition of the machine. There is really not enough mass there to do any serious work.
Just to put this in perspective, I have a machine about that size and don't use anything larger than a 1/4 endmill in it, and I don't expect it to chew through material like my 7.5HP spindle, 5500 lb Haas. I normally don't use anything larger than a 1/2'' endmill in my 3HP, 3500 lb knee mill.
