I have used a chisel held vertically to clean up the flat areas at the base of similar relief objects;I used it as a scraper and it worked quite well.For the lettering,I suggest there are two alternatives,one is to go round each letter with a small and very sharp chisel to take away the fuzzy parts.The other is to apply a sealing coat of varnish and then pick out the letters in paint.
Looks like you're cutting pine? Try a sharp new cutter and cut something like hard maple to see if that makes a difference. Pine can be difficult to cut cleanly.
Hi Matt - Is this done in one pass? I've found to do a first pass then a second pass with a slightly deeper cut 0.2mm (finishing pass) helps get rid of the fuzz and use sharp tools. Peter
