Up-cut is standard, because it evacuates the chips. Down-cut is used when you're cutting plywood or laminates and want to avoid pulling up chips in the top veneer. If you're running a roughing pass first, that's not going to be an issue, so go with the up-cut bits.
Hello. As I know, ball nose spiral end mills are used for smooth contouring and fine detail passes with a CNC router and often for complex shapes like 3D carvings. These bits are also excellent for routing fluted columns and channels in cutting boards and countertops edges.
