Silicones are generally pretty hard to stick. The only things that generally stick to them are other silicones.
I've had good results sticking things to silicone rubber with a 1 part silicone mastic (such as you can get from a builder's merchant), in a fairly undemanding application. Silicone foam is just rubber with bubbles in it, so 1 part (ie: acetoxy) silicone should work fine for that too.

I'm not sure if it will stick to your paint. It may well. You'd just have to try it.

I have always had good luck with aquarium sealer. Just comes in a small tube or larger of course. I always keep this on hand. It seals and adheres to everything I have tried so far including rubber, powder coated and raw metals as well as plastics, which can be difficult to adhere.

Yellow death 3M weather strip work's like contact ad. used on counter top's clean both surfaces with wax and grease remover let dry aply sparingly to both surfaces let get tacky and put it where you want it It should stay you just won't be able to remove it
