Are you talking about tilting the part to cut a certian area? if so use xform rotate.

does that change the toolpath / working plane ? I don't want to tilt the part, just that one toolpath needs to be on a plane with 4 degree angle.
you can define a 4 deg plane fror that toolpath in wcs

side note, still have not found a way to make a plane at an angle so imported some geometry that had those features.

the quickest way I found is to draw a circle and rotate it about the center by 4 degrees. you can pick that as a plane ( note when you rotate you may want to set your construction(working) plane to front or side to use this) Of course using existing Geometry is fine too.
