Use the command "Arc 3 Entities". Use your two circles as two of the elements, and place a point (before this command) for the location of the third point (or use some other object as the third point. When you do this, you may not get a full circle. If you don't, you can select the three elements in the reverse direction to get the other part of the arc filled in, or you can put a point at the center of the incomplete arc, and use that to make a circle (delete the original arc after your place the center point, or put it on another layer, if you don't want it part of the "finished" sketch).
It's hard to answer your question 'cause depend how one radius locate respect relate to other one. Normally, draw the bigger radius first then after that the smaller radius.
The best way to learn is trial error.
Basic geometric construction techniques serve this situation well.
Offset the diameter of each circle by the radius of the new circle.
The intersection point of these diameters will be the center point of the new circle.
Use point intersection command to drop a point at this intersection.
Then arc snap to drop the new circle at that point.
