    convert short lines to curves

    Is there a way to convert a circle that is made of very short lines into a proper curve or circle ?

    I dont think so.
    You will just have to manually snap a circle onto it and delete the line segments.

    What about selecting the lines and under Tool/Spline Tools choose Fit Spline?

    That works but it gives you a spline, not a circle

    Yep
    Take the end points or the mid points or both and plug them into this.
