Why don't you just go to a local shop and have them made? Let the shop design and have the tooling made.
Conway Press - Hole Punch Tonnage Calculator -- suggests that a half ton press might not be large enough.

Really, yes you are right, I just havent had a clue as to what
way I was supposed to approach the problem of getting the
dies made wether it be to just hand them a part and ask for
dies, or design the dies specifically for an arbor press.
I have been going about it the wrong way really.
So I'll just hand the part to them and ask for the dies instead :-)

I am a hobbyist chainmail maker. This part will let me
get into scalemail craft as well. I like the idea of being
able to make them one by one and modify them as
it pleases me.
If the quote is far too high, then obviously I will have
no choice but to have them made for me, but ideally,
I dont want that.
I make my own riveted chainmail rings so it would be nice to make my own scales too.
There is an RFQ section near the top of this forum. Perhaps trying posting there.
Just an idea, rather than die cutting them, perhaps have some blanks made using water jet or laser cutting, which is pretty fast and inexpensive. Bending them to the final shape yourself and customizing them as needed would be pretty easy I would think.
I can understand though why you like the "hand made" aspect.
I also know a company you can get better information by contacting them, hope you will find your desire information.
