first off what machine are you using?

you could do it the old school way and watts drill it,or edm it or broach it the list goes on.

Have you checked the runout of your holder by chance? are you using a drill chuck or collet? what brand drill?

take a heavier cut and use less feed,your finish will come out nice.

dont forget you also need to take into account the rigidity of your machine and setup.

what size cutter are you using? for those speeds id use as small a cutter as possible so there will be less tool pressure.

Isnt the 2B rating just a finish type from the manufacture? and not a code for its hardness?

if your not using coolant you probably should if you have the ability(heh saw you said you dont have coolant thru)coolant thru is unimportant for what you are doing you just need to flush the chips...

also remember that eventually the water the coolant is mixed with will begin evaporating,hence becoming thicker.adding one bucket of water isnt going too hurt anything.remember add the coolant too...
