Its a locked program. If its a Fanuc control there is a parameter to unlock the 9000 numbers.
Just some info to help if you ever have this problem.
If you use G10 lines to load work offsets, remember if you have a G91 before those lines it will add to what is already in the offset tables....

Its a real pain to keep converting them, because the work coordinate system is in inches.
Example;
1 inch diameter hole, and a .5 endmill.

that will do the hole
This is with the center of the hole being X0 Y0.
