You should have 220Volt, single phase in your shop. If you have it coming from the pole, You should have (2) legs with 110 Volt which when checked acrosss hould measure 220Volt.

Have you checked your voltage. It should be 220 +/- 10%, ie. 208-242V with preference at the lower end. Also the legs should all be within 4-5 volts of each other.
