Computer horsepower is probably not very important. Anything with half a gig of RAM and built within the last 2 or 3 years should be enough. Just make sure you don't get Vista. :-)

Yeah, I'd just check for any needed purge(pre) and cooling(post) times and set your relays accordingly. If you don't find any specific times, 30 seconds on each end should be well more than enough.
You *might* even be able to use a flash drive with Windows 98...but its been so long I cannot remember for sure...and we do have a DOS machine running our drill that we use flash drives to load...so...
