Was warming up the machine and lost all power. Will not come back on.

Spindle Issues Mazak EAI
We have a VTC 41 Mazatrol Mazak 1991 EIA G code and are having issues on the tool screen it says that there is 00 tool in the spindle. How do input the tool?
I tried the MDI but it didn't work...
