You might want to check the manual but I believe you can run without a motor. The big issue I think is connecting or disconnecting a motor when powered up.

The lower end speed is a function of which VFD you go with.
The better ones with the "Vector Drive" features will allow for operation at lower Rpm's.
Mine currently has a Cheap Chinese VFD...

Best program out there for doing that kind of stuff. Aspire is even better but for many things it's adequate. Aspire is next stop for me, for now Cut3D and Vcarve Pro does everything I need....
