Are you programing G96 or G97?
What is the diameter being cut?
G50 S650 will limit the RPM to a max of 650 RPM so no mater what you program your G96 as the machine will only go to 650
You need to raise the G50 limit to whatever is safe for your setup

The geometry for an o-ring groove is not as straight forward as it may seem.
The side walls should taper between 2 to 5...

This would probably be a good part for the lost wax method.

They can get great detail and cost is very low.
