The outline is an open vector not a closed vector. On the right hand side part of the span overlaps the rest of it. Remove that span and close the vector then you can create the toolpath no problems.
Use the array tools instead of the nesting tools. The nesting tools are designed for multiple random shapes such as letters. They don't perform well on regular shapes.

It's called Tilt in Aspire. You can set it when creating the object or afterwards. Depending on the look you're going for you might need Fade as well.
All you need to do is to draw a line that goes back on itself so that the tool comes out at the same spot that it went in.
