if you want cut only to that point break your chain where the groove and the od meet and re-chain it.

I can't open your file but, you must have selected a different offset for each operation by accident.

Have you tried running the toolpath at different angle? Or maybe a different toolpath all together like a flowline? I've had weird stuff pop-up on parallel toolpaths and the flowline path has worked...
