The problem ended up being in the LX-61B main control card. I reverse engineered probably 30% of the logic circuit for command voltage and it dawned on me that I had a short between 12V...
I was able to find in the L1 manual the confirmation that +/- 10V is in fact the speed control voltage scale.
Now on to reverse engineering the LX61 control card..
Ok so something finally makes sense:
