Do a google search for "autocad break polylines into arcs"
Should give possible solutions for AutoCAD.
Look for how to "break" an item into another entity type, it should also have a tolerance of maximum deviation from the original.
Hi Balestraio - If you are going to break a spline into smaller pieces , only break into lines not lines and arcs. This will give you much more consistent result. Pick a suitable line length for the conversion that meets your tolerance requirement. A spline will never have an "arc" in it and when converting to arcs you will get 1000's of small arcs to achieve your tolerance, then the motion planner will break the arcs into smaller lines again and it will bog your machine motion down.
