Looking for help with custom form tool

I'm wondering if anyone has any tips for me? I am on v28, I am roughing in a part using a facemill that has a insert tipped at 45°. I have drawn the tool in Bobcad but it does not seem to be calculating the tool path correctly, it does rough in the part but it is leaving way more stock (on the side of the cutter, not the bottom) that the .015 that I am telling it to. I want it to get in closer to finish size. When I draw the cutter to size, then assign the tool geometry, it automatically gives it a diameter, the diameter that it gives matches the measurement of the tool, so I'm not sure why it thinks the tool is larger than what I have drawn. Check out the picture, I also will attach the program and the tool drawing. Thank you!!

Can you take a test cut through a piece of scrap,,,like a straight slot, in manual jog mode,,,and measure the results?
