6040z NO POWER ON THE CONTROLLER

I just purchased a chinese 6040z and when I ran a program it crashed the z axis down on the workpiece. Then everything shut off as if the whole controller were unplugged. Now I can't get it to come back on. I've unplugged and re-plugged it in. Cycled the emergency stop and still nothing. There is a fuse inside the power supply but it does not appear to be blown. I'm going to check it with a meter tonight. Has any one else had this problem? Any suggestions if the fuse tests ok?
