Can I replace the drivers that came with this 3040 with keling kl-4030 drivers?
I think they are compatible but I want to ask someone that knows.
Also is kelinginc.net the keling website, the reason I ask is it don't look professional.

That is their 'old' web site, but as the link on that page says, their new site is Automation Technology Inc. | Stepper Motors, Servo Motors, CNC Stepper Motors, Stepper Drivers, CNC Kits, Stepper Kits Automation Technology Inc

While I believe that the answer to your question about replacing drivers is 'yes' (although I think that you would also need to add a "breakout board"), I do not have direct experience with either.
